The Heat is On: Taking Stock of Global Climate Ambition

"The Heat Is On: Taking Stock of Global Climate Ambition" is a 2019 joint report by the UN Development Programme (UNDP) and the UNFCCC (also released as the NDC Global Outlook Report), drawing on input from more than 130 governments to assess progress on national climate pledges ahead of the Paris Agreement's five-year milestone. It concludes that a pathway to holding warming to 1.5°C still exists but that the window to achieve it is closing rapidly, and that business-as-usual effort is not sufficient. At the time of the report, existing national pledges were projected to put global emissions about 10.7% above 2016 levels by 2030. The report found 75 countries were planning to raise their ambition, while dozens of others, including most developed nations, had yet to decide on revising their plans, and it identified limited access to finance, along with data and awareness gaps, as the main obstacles to greater ambition.
