Towards a Green Economy: Pathways to Sustainable Development and Poverty Eradication, published in Spanish as Hacia una Economía Verde: Guía para el desarrollo sostenible y la erradicación de la pobreza, was released in 2011 by the United Nations Environment Programme (UNEP, PNUMA in Spanish) as one of its main contributions to the Rio+20 process and to the broader goal of fighting poverty while building a sustainable twenty-first century. The report argues, from an economic and social perspective, for investing about two percent of world GDP in greening ten key economic sectors, redirecting development and public and private capital flows toward low-carbon, resource-efficient activities. For UNEP, a green economy is one that improves human well-being and social equity while significantly reducing environmental risks and ecological scarcities: low-carbon, resource-efficient, and socially inclusive. The report identifies priority sectors, including poverty reduction, investment in natural capital and its restoration, job creation and social equity, renewable energy and energy efficiency, and sustainable urban mobility, as pathways for this transition.
